Commission OKs exploration of paramedics embedded with SWAT; full proposal due in April

The Marshfield Police and Fire Commission voted March 13 to allow fire and police staff to further research a program that would embed trained fire paramedics with the police tactical (SWAT) team and return to the commission with a full proposal and cost estimates in April.

Commissioners said the vote authorizes staff to gather training requirements, equipment and staffing estimates but does not approve funds or operational changes. Fire department presenters said they have already started discussions with local and regional partners and expect to present the full training and budget plan next month.

Lieutenant Dave McNamara, identified by the department as the proposed team leader if the program moves forward, said the department has discussed minimum initial training hours and annual maintenance training and is comparing models used in Wisconsin Rapids and Marathon County. Commissioners asked for the estimated cost and hourly training commitments; staff said they expect to return with figures in April.

Speakers noted a recent state law change (April 2024) allowing some EMS providers to carry firearms, which affects planning for armed medical staff on tactical teams. Commissioners asked whether SWAT medics would be visibly marked and how physical/fitness standards would apply; staff said those issues are under study and depend on final role definitions.

The motion to allow the departments to proceed with planning and return with a full proposal carried on a voice vote. The commissioners emphasized that the March vote is permission to study and plan — not an authorization to fund or to deploy paramedics with SWAT without a later formal approval.

The departments said they will present a written proposal in April with a recommended training plan, equipment needs and a cost estimate.
