Planning board forwards airport zoning ordinance, final report to county commission

The Flagler County Planning and Development Board voted unanimously March 11 to forward a draft airport zoning ordinance and a final report to the Board of County Commissioners, beginning the local adoption process required by statute and needed for FDOT grant eligibility.

Planner Adam Mingle gave a detailed presentation explaining that adoption of local airport zoning implements “imaginary surfaces” defined in 14 C.F.R. Part 77 and FDOT guidance: horizontal, conical, approach, primary and transitional surfaces used to protect airspace and land uses around public‑use airports. Mingle said the proposed local regulations would require a permit for construction or alteration of any obstruction within designated airport hazard areas, establish marking and lighting standards, require aeronautical study submittals for permit applications, and instruct staff to consider specified criteria when issuing permits.
