Separately, the council considered an ADA crosswalk project covering eight crosswalks in the downtown Main Street project area, including intersections at Tyler Avenue and the University Drive approach near the Dedmon Center. The city received three bids; Jones Road and Bridge Inc. submitted the lowest bid at $322,500. Funds for the crosswalks will be provided by the VDOT State of Good Repair program with no local match. The council discussed reimbursement timing and whether VDOT would pay invoices directly or require city outlay with subsequent reimbursement; staff said they had asked VDOT for clarification and would follow up when they receive a response.
The council made a motion to award the crosswalk contract to Jones Road and Bridge Inc. and called a roll. Councilmember Foster voted yes, Councilmember Walters voted no, and Mayor Warren voted yes; the motion passed.
Council members discussed cash-flow considerations and cautioned that using project-specific grant funds could affect eligibility for future rounds of state funding if funds are not expended within designated timelines. Staff noted the city has been phasing the larger downtown project into grant-funded segments due to rising costs and cash-flow constraints. Work on the crosswalks is scheduled to begin in the spring.
