Joe Ryan, a planner with Orange County, summarized the application (REZ202500347), noting the parcel—s tax ID (23-18J), the current I-2 zoning and that adjacent parcels are zoned agricultural. Ryan noted a 1977 Board of Supervisors action rezoned the parcel to I-2; subsequent parcel records showed inconsistencies that led to a manufactured home approval in 1997 even though manufactured housing is not permitted in I-2.
Mrs. Cynthia Shepherd told commissioners the parcel has been in her family since the 1970s and described property history, including a former meat-processing plant that had ceased operation before the family occupied adjacent property. Planning staff concluded there are no anticipated negative public-health, environmental, scenic or historic impacts and recommended approval because the request aligns with the agricultural A-2 future land-use designation in the comprehensive plan.
A motion to recommend approval passed on roll call. Commissioners recorded —aye— votes during the roll call for Mister Marshall, Mister Vanhoven, Mister Capel and Mister Bryanton. The commission will forward its recommendation and staff report to the Board of Supervisors for final action.
