DEP consent order in place at National Foam site; Davis Oil remediation work reported slow

Members of the West Chester Public Works Committee spent part of the March 11 meeting discussing long-running environmental cleanup efforts at two industrial properties.
A staff member told the committee that the Pennsylvania Department of Environmental Protection has issued a consent order at the National Foam property; the owner has agreed to measures to limit chemical runoff and has begun paving gravel areas. Staff said the property owner and the owner's engineer plan to present work plans in a public meeting in the borough hall on April 2.
Separately, committee members raised concerns about the Davis Oil site. Staff reported the Davis property was in bankruptcy, that DEP is overseeing remediation funded by state resources, and that the contractor AECOM has not provided timely updates to borough staff. A public-works staff member said the borough had engineering drawings indicating where remediation connections would go into Goose Creek but that, since then, “we have not heard from them” and that the absence of contact has lasted “eight, 10 months at least.”
Mayor and council members urged staff to follow up with the property owners and DEP to secure clearer schedules. Staff committed to contacting the engineer and to reporting back at the next council meeting.
Ending: Staff said National Foam cleanup work is moving forward under a DEP consent order and that the borough expects a public presentation April 2; remediation scheduling and contractor contact for the Davis property remain uncertain and staff will pursue more direct engagement with DEP and the property owner.
