Engineer updates: Taylor Run permit pending, Hoops Park tennis work starting; Maple Alley sewer survey under way

Nate Klein of engineering firm Pennoni updated the Public Works Committee on March 11 about four capital projects in progress: Goose Creek green-infrastructure work, South Matlack rain gardens, the Taylor Run stream restoration, and sanitary sewer upgrades in Maple Alley and Foshnaught Alley.

Klein said the Taylor Run project team “got the joint permit application out to DEP. We're waiting on their review. They have 93 days to review that.” He said the review is pending and that the project will move forward after DEP feedback.

Klein said the borough had a preconstruction meeting earlier in the week for the Hoops Park racquet center and expected the contractor to start sometime next week. He described the tennis-court work as a replacement in kind and said crews will do a field survey and utility locating for Maple Alley sanitary sewer upgrades; he said that design work is under way and that construction is likely in the fall.

Klein also told the committee that the engineering team and borough staff identified an additional grant opportunity and planned to work with borough staff to submit “probably about half a million dollars ask” to Pennsylvania DCED to help fund a future project phase.

Public Works staff updated council on related operational items: the department prepared 2025 paving bid documents and will submit the paving program for PennDOT approval; a High Street parking-lot paving project will be bid separately and is expected to reach award in April with construction perhaps in June if council approves. Staff reminded members that High Street lot bidders will not use liquid fuels funds.

Ending: Projects are in various stages — permitting, survey and preconstruction — and staff said they will return with permit decisions, grant applications and bid results as milestones are reached.
