Taylor Whitaker presented a request to rezone a 2.39‑acre parcel near the B Gate area and Route 301 from R‑1 residential to C‑2 commercial to allow a boat showroom, light service and multi‑tenant retail/office space. Whitaker described a two‑building concept with a showroom for bass boats and a separate flexible commercial building, parking and required stormwater controls.
Whitaker said he already owns the site and has discussed access with VDOT; the department granted an exception to allow a 301 entrance because Potomac Drive is periodically restricted when the gate is closed. He acknowledged utility and water‑service questions remain and said those would be addressed at the site‑plan stage. County staff told the commission the rezoning application is complete and could be scheduled for a public hearing at a future meeting.
Commissioners asked about potential cut‑through traffic, fencing for boat security and the generalized development plan that typically accompanies rezoning. Staff said proffers or a general‑development plan can be required so that the project must be developed in general conformance with the plan submitted with the rezoning. No action was taken; commissioners and staff agreed the application is ready for scheduling to a public hearing if the applicant chooses to proceed.
