Sagadahoc County budget committee adopts new public-comment and meeting-conduct rules

The Sagadahoc County Budget Committee voted to adopt a written meeting-conduct policy that requires speakers to introduce themselves with name, town of residence and organization, limits public comment to two minutes, and bars comments meant to attack or embarrass individuals.

Committee chair read the proposed policy aloud and asked for discussion before seeking a motion. The policy states that public comment is limited to opinions or concerns related to agenda items, that factual questions should be directed to the chair, and that the committee will not engage in back-and-forth conversations during public comment. The policy also limits speakers to two minutes per appearance on an agenda item and bars comments that have the effect of embarrassing or attacking an individual or committee member.

Members discussed whether two minutes per speaker was sufficient. One member asked whether the chair should be permitted to grant additional time on a discretionary basis; others replied that the committee could vote to allow extra time when warranted. Committee members also emphasized asking speakers not to repeat earlier remarks during public comment.

After discussion, a member moved to accept the policy “as written,” a colleague seconded, and the chair called for the vote. The chair announced the motion carried.

The new policy will guide how the committee handles public comment and speaker behavior at future budget meetings; the committee did not set a written exception process besides allowing the chair discretion to extend individual comment time.
