Facilities director urges funding for flat roof, cooling tower and generator; proposes contracting snow removal

Aaron said the flat roof and membrane system have reached or exceeded useful life and that repeated repairs are now more expensive than replacement; he supplied a contractors recommendation and a ballpark quote for a rubber membrane roof. The cooling tower suffered failures last year and, Aaron said, must be replaced or face recurring outages that impede HVAC capacity; a new cooling tower and associated costs are in the capital request. He also said the buildings primary generator is more than three decades old and can currently support only about 60% of the building; while the generator still runs, agency staff and vendors recommended replacement to avoid a catastrophic failure in summer heat.
On operations, Aaron asked the committee to consider contracting commercial snow-plow and salt services rather than buying and maintaining a vehicles-and-sander asset in county inventory. He said he had a contractor quote of approximately $15,000 to cover seasonal snow and salt for the property and noted that repurposing the current facilities truck or selling it could offset a portion of capital needs.
He also requested increases to the building-repair and waste-disposal lines to address one-off repairs, asbestos remediation planning and higher disposal fees for electronic waste and bulbs. Aaron said vehicle-repair lines were removed from his departments operating request if the committee approves contracted snow removal.
Ending: Aaron emphasized the budgets large capital ask reflects both deferred maintenance and the operational risk of further delay, and asked the committee to prioritize the cooling tower and roof repairs given the immediate impacts to building operations.
