Adams County commissioners accept corrected low bid for Bridal 44, take bridge bids under advisement and approve major county claims; agree to pursue two trucks

Adams County commissioners on Feb. 25 accepted a corrected low bid for the Bridal 44 project, took five bids for Bridge 180 under advisement and approved a series of county claims and payroll payments, while agreeing to pursue purchase of two tandem-axle truck chassis ahead of forthcoming emissions changes.

The action on Bridal 44 followed a presentation from county highway staff that Pioneer Associates agreed to honor a corrected bid form. "Pioneer's bid was $135,004.35 as corrected," Nate, county highway staff, told the board. Commissioners voted to accept Pioneer Associates' corrected low bid.

Why it matters: the Bridal 44 work and the Bridge 180 replacement are county road projects that affect local travel and budgets. The bridge bids — submitted by Milestone Contractors LP ($1,266,520.77), Fleming Excavating Inc. ($1,194,352.41), Judy Excavating ($694,594.38), Pioneer Associates ($1,267,399.00) and Morphy Construction ($1,159,994.00) — were read on the record and taken under advisement so staff can tabulate and verify paperwork before a final award.

County staff also sought, and the board granted, permission to pursue ordering two additional tandem-axle chassis this year to get ahead of new federal emissions regulations expected to affect truck availability and price. Commissioners specified that any purchase would be subject to appropriation approval by county council.

The meeting included approvals of routine and larger payments: utilities of $41,629.83; an Eastern Alliance workers' compensation claim of $2,852.57; Allied weekly health insurance claims of $18,001.90 and $87,002.53; monthly Allied administrative insurance fees for January ($80,009.57) and February ($71,770.20); and payroll claims totaling $390,004.95. County staff noted that several insurance claims were catch-up payments for earlier months.

Other administrative business included acceptance of an animal-control report (12 animals picked up; shelter currently listed as holding five cats and four dogs), acceptance of a monthly weights-and-measures report, and authorization to advertise a community-crossings project on 300 North. The board also discussed stone-road winter maintenance guidance issued by highway staff explaining why grading and adding stone is limited during freeze-thaw cycles.

The commissioners heard reports about courthouse maintenance: one HVAC compressor is out of stock nationally and staff were told replacement will take about six weeks; temporary electric heaters are in use. The clerk's office told the board it will request funds to replace nine desktop scanners (quote approximately $9,000) and multiple desktop computers; commissioners said the scanner purchase can be pursued through the clerk's perpetuation fund and larger desktop requests will be coordinated with the county IT manager and council as needed.

The board took plat and subdivision items: it approved the Wabash River Bend subdivision and a two-lot split on 400 West (Gerber property), and approved conflict-of-interest disclosure forms for two hospital board members for signature. Commissioners also discussed, but did not vote on, a model ordinance for reflective address signage and a proposed Build-Operate-Transfer (BOT) resolution; the BOT resolution was deferred pending review and the presence of an absent commissioner.

Ending: staff said they will assemble bid tabs and paperwork for Bridge 180 and return with a recommendation at the next meeting; the truck purchase will proceed to county council for appropriation if commissioners confirm formal authorization. Additional administrative approvals and routine claims will be reflected in the county's claims register.
