Adams County commissioners approved a set of permits allowing Zayo Group to install fiber optic cable along multiple rural routes after county highway staff described the planned corridors and installation methods.
Nate (county highway staff) reviewed the routes the company will follow: Winchester Road from County Road 1200 North to County Road 300 West and a second Winchester segment from 300 North to 200 West; 200 West from Winchester Road to 224 and from 224 to 450 North; 450 North toward Decatur City Limits; stretches of 200 East to 300 North and 300 East to 124/650 East to 300 South; and a segment along the state line (700 East) down to Ohio Frank Road. Nate said most work will be “boring” (horizontal directional drilling) and that the team will avoid foundation piles for planned bridge work by staying near the outside edge of the right of way.
County staff told commissioners the permits require the company to place marked handholes (small below‑grade connection boxes) and orange/white markers for visibility; mowing damage around boxes would not be the county’s responsibility. Commissioners said they want a company site representative present on the first day of work and requested early coordination with the county to locate handholes and minimize impacts on farmers and local businesses.
A motion to accept the Zayo permits carried; staff said they will meet the firm’s project manager in the field and circulate the final permit paperwork to the auditor’s office.
