Commissioners and staff discussed practical uses and funding options. Commissioner Stan and Commissioner Mark said the app could help Emergency Management, the health department and the clerk push time‑sensitive notices; Mark noted opioid‑settlement and other grant funds as possible sources to offset build costs. Shannon (county staff) and Sheriff Dan described operational benefits such as targeted weather alerts, road‑closure notices and a single download point for residents.
Berning outlined product controls: each department would have designated staff able to issue push notifications; the app can be anonymous for residents (no login required), and the vendor said the product is ADA‑compliant and maintains security protections. He said the company provides a marketing kit (QR codes, print assets) and offers annual app reviews to maintain compatibility with new phone operating systems.
