Commissioners approve bridge deck repair award, take larger bridge overlay bids under advisement and correct HSIP contract appendix

Adams County commissioners gave staff the go-ahead to award a bridge deck patch and took three bids under advisement for a second bridge deck overlay while approving a correction to a state HSIP consultant agreement.
County engineering staff recommended awarding the deck-patch contract for a county bridge (identified as "Bridge 73" in department materials) to Milestone Contractors of Fort Wayne. Milestone submitted the low quote at $39,956.66, and commissioners moved to proceed with that contractor for the 2025 deck-patch project.
For a separate project labeled Bridge 44 (deck overlay at 200 West just south of 224), the board opened three bids: Pioneer Associates of Albion at $136,245.40, Milestone Contractors at $143,861.84 and Bartle McCoy of Columbia City at $138,035.15. Commissioners took the Bridge 44 bids under advisement and asked staff to return with a recommendation at the next meeting.
Separately, staff reported an errant page in the consultant agreement for the county's HSIP (Highway Safety Improvement Program) work with Butler, Fairman & Seiber (BF&S). The appendix contained an incorrect hourly-rate table that did not include escalation language the consultant intended. Commissioners approved reattaching the corrected appendix D and reapproved the contract to reflect the corrected rate schedule; staff said the change does not alter the contract’s overall compensation ceiling.
Ending: Staff will prepare the contract documents for Milestone and return a recommendation for award on Bridge 44 at the next commissioners meeting.
