County begins review of redevelopment authority rail agreements; asks authority to pause new deals for 60 days

County administration announced a comprehensive review of the existing agreement with the Luzerne County Redevelopment Authority and the Luzerne County Rail Corporation after receiving an appraisal and related notice. The administration asked the redevelopment authority and rail corporation to refrain from entering into new agreements for 60 days while the review is completed.

The county's statement, read by a county leader during the meeting, said the review followed an offer of information from Scott Linde and partly reflects the county's previous intervention in 2001, when the county provided funding to prevent a default on the authority's mortgage and preserve track ownership. The administration emphasized the request for a 60‑day pause "is not to imply or insinuate wrongdoing" but to determine the status of the agreement and subsequent payments between the redevelopment authority, community development and the county.

The administration said options under consideration include keeping the rail line in operation to support local business logistics or, if the line is deemed inoperable, pursuing a rails‑to‑trails conversion to create recreational pathways that could boost tourism and community use. Council members and some commenters expressed interest in reactivating rail lines or developing rails‑to‑trails connections that could link regional recreational corridors.

The administration's request for a temporary pause is administrative direction pending a thorough review; the council did not record a formal vote on the pause during the work session.
