The most contested item was the collective bargaining agreement for county detectives, which the council removed from the table and later adopted by roll call vote. Other employment agreements and administrative measures passed either unanimously or by recorded tallies.
Council adopted the resolution authorizing a lease with the U.S. Department of Veterans Affairs to permit placement of 9‑1‑1 radio equipment on county property. The ordinance to amend the county subdivision and land development fee schedule was introduced. The council also approved a contract amendment with Delta Airport Consultants, Inc., for services at Wilkes‑Barre Wyoming Valley Airport.
On labor agreements, council approved the collective bargaining agreement between Luzerne County and the Luzerne County Detectives Association after first voting 8–3 to take the item off the table and then adopting the agreement 7–4. The collective bargaining agreement between Luzerne County and LIUNA (Local 1300) for corrections officers was adopted by unanimous roll call. The council also approved a five‑year wage increase schedule for corrections officers as described by the county solicitor during the meeting.
