Commission directs use of building-services fund for new building; staff to pursue design-build bids

The Dade City Commission unanimously adopted Resolution 2025-04, declaring the commission’s intent to use excess funds generated by building service permit fees (including prior-year reserves) for construction of a new building to house the building department.
City staff said the resolution responds to an audit comment and is necessary to retain the building-services fund balance for the intended construction. Staff told the commission they have started drafting an RFP/RFQ for design‑build bids and that the resolution provides the policy basis auditors requested.
“No,” Finance Officer David Altman said when asked to add detail, “it’s really committing at your intent to use them.” City Manager and staff were directed to move forward with procurement steps so the funds remain available, and to return with subsequent procurement documents.
The commission voted 5-0 after a motion and second; no public comment was offered on the public record about this item.
