The Sugar Land Planning & Zoning Commission on March 13 approved the Rye Hill Section 1 preliminary plat, a 43.038-acre portion of a larger master-planned community in the city’s extraterritorial jurisdiction. The commission’s vote to approve the preliminary plat was 8-0.
Staff said Section 1 covers 43.038 acres and includes 142 single-family lots, six reserves (including a detention pond and a drill-site reserve) and four blocks. Lot widths in the section will range from 40 to 50 feet, with corner lots receiving an additional 10 feet. Access to the section will be provided via Rye Hill Parkway, the development’s collector roadway. The site plan includes required box exhibits to show minimum lot widths at the front building line.
Planning staff recalled that the city entered a development agreement with Pulte Homes on Dec. 5, 2023, for the larger Rye Hill master plan, a proposed roughly 960-acre mixed-use community in Sugar Land’s ETJ that would include approximately 2,335 single-family and Del Webb (55-plus) units and about 60 acres of commercial land north of FM 2759. The commission packet and staff presentation said preliminary plats are intended to demonstrate lot and street layouts meet minimum lot sizes and right-of-way widths; preliminary plats are not recorded at the county.
Commission discussion focused on the administrative process, vesting and code applicability. A commissioner asked how changes to the development code would be applied to plats that are already preliminarily approved; staff replied that lots are vested at submission of the preliminary plat and that the final plat must be in general conformance with the preliminary plat. Staff also noted that the larger Rye Hill development is governed by a negotiated development agreement that addresses utilities, parkland dedication and other standards.
After questions and brief discussion commissioners moved to approve the preliminary plat; a second was recorded and the motion passed 8-0. The approval allows the applicant to proceed toward final plat and construction-plan stages, subject to the conditions and code compliance required in subsequent reviews.
The Rye Hill master plan will proceed through final-plat reviews, construction-plan submittals and any applicable permitting; the development agreement remains the controlling document for several standards in the larger project.
