Planning Commission recommends rezoning of 913 West J Street to C-3

The Hastings Planning Commission on March 4, 2025, voted 7-0 to recommend that the City Council adopt an ordinance amending the official zoning map to rezone the south half of the parcel at 913 West J Street from R‑1 (Urban Single-Family Residential District) to C‑3 (Commercial Business District).
City planner Amber Batson summarized the staff report and recommendation. She said, “The applicant requested a change of zone for the property along West J Street from R 1 to C 3. It is a 1.5 acre parcel, and they're looking to rezone the south half of that property.” Batson told the commission the north half of the parcel is already zoned C‑3 and that the requested rezoning would bring the existing apartment, built in 1975, into conformance with the zoning map and the comprehensive plan. Batson noted the site has utilities and a curb cut on West J Street and is adjacent to commercial and industrial zoning.
No applicant representative spoke and no members of the public offered testimony. After closing the public hearing, a commissioner moved to recommend approval to the City Council; the motion was seconded by Michelle Lewis, planning commissioner. The commission recorded the motion as carrying 7 to 0.
The commission’s action is a recommendation to the City Council; the council must introduce and adopt an ordinance to effect the rezoning. The staff report and Batson’s summary will accompany the item when it is forwarded to the City Council for final consideration.
