Council levies special assessments for Street Improvement District 2020-3-1 M Street

The Hastings City Council voted 7–0 to adopt Resolution 2025-057 making assessments in Street Improvement District 2020 Three‑one M Street, following a public hearing convened by the Board of Equalization.

Lee, a city staff member, told the Board that the council had accepted a proposed assessment schedule at its Jan. 13 meeting and set the public hearing for the current meeting. The improvement district covers paving from Baltimore Street to the east edge of the county jail property, Lee said. Property owners may pay the assessment in full within 50 days without interest or opt to finance the improvement over as many as 15 years at 5.25% annual interest. Lee said he would “be happy to answer questions after the public hearing.”

Procedural steps: The council adjourned and convened as the Board of Equalization for the public hearing (motion by Brian Hoffman, second by Conzbrook; vote 7–0). After the hearing a motion to adjourn as the Board of Equalization and reconvene as mayor and city council passed (motion by Fong, second by Huntley; vote 7–0). The subsequent motion to adopt Resolution 2025‑057 was made by Fong and seconded by Hoffman and passed 7–0.

What property owners should know: Lee explained the schedule of assessments is already on file and that owners who choose financing will receive annual payments tied to the assessment schedule. The county assessor will be involved in calculating the assessments after project completion. Staff offered to answer questions and flagged the statutory notice and application materials available to the public.

No public speakers registered opposition at the hearing and no amendments to the assessment schedule were offered at the meeting.
