Council approves contracts, zoning change and appointments in brief votes

The Hastings City Council approved four routine items by recorded votes during its regular meeting: a five‑year cleaning services contract, a sanitary sewer construction contract, a zoning map amendment and two appointments to the airport advisory board.

Spring Fresh Cleaning Services LLC was awarded a five‑year cleaning contract for the North Denver Station and 3605 Yost Avenue after two bids were opened. Trent Clark, director of facilities and safety, told the council the low bid was $72,000; staff said the new contract increases monthly cost by about $104 compared with the previous arrangement. The contract passed 8–0; the motion was made by Councilmember Fong and seconded by Councilmember Larry Consbrook.

The council approved a contract with Van Kirk Brothers for Sanitary Sewer Connection District 2024‑2 in the amount of $45,254.64. Staff said the bid was the low of four received on Jan. 8 and is below the engineer's estimate of $64,000. The project will extend an existing 8‑inch sanitary sewer main on West South Street; the contractor plans to start work in March depending on weather. The council approved the contract 8–0.

On remapping, the council adopted Ordinance No. 4786 to change zoning for a property commonly addressed as 410 North Adams Central Avenue from A (agricultural district) to I‑1 (light industrial). The ordinance had been passed on first reading at a prior meeting; council then suspended the rules for final reading and adopted it, 8–0.

Finally, the council appointed Jason Hazy and Aaron Schart to the airport advisory board; the motion passed unanimously.

Votes recorded during the meeting matched staff recommendations and returned unanimous outcomes for the listed items. For items that passed with little discussion, staff will carry out contract and project administration under existing city processes and return to council if formal amendments or additional funding requests are required.
