Orange Park approves $141,033.50 change order for Saint Francis area roadway project

The Town of Orange Park Council on Jan. 20 approved a $141,033.50 increase to the contract with McLean Site Solutions for the Saint Francis/Gladiolus/Freckles/Clover roadway reconstruction project.
Public works director Kyle Crocey told the council the contractor encountered numerous unmarked and abandoned underground utilities — primarily communications conduits and old cable — that were not found during initial potholing and design. Removing abandoned conduit and investigating unexpected utilities increased excavation time and required additional coordination with utility companies; Crocey said some companies locate live lines but do not remove abandoned infrastructure.
Crocey said the contractor performed careful excavation and coordination to avoid disrupting neighbors and to locate and remove abandoned lines where found. The council discussed project timing, weather-related staging pauses and the project’s approximate total cost; Crocey said the full project was close to $900,000.
A motion to approve change order number 3 passed 5-0. Council members asked about who performed utility locating (survey/engineer CMT and potholing) and were told the most problematic items were abandoned lines not shown in current records.
