Orange Park committee debates standing-rule changes and town-manager budget authority

Orange Park’s Special Committee on Policies and Procedures reviewed proposed changes to standing rules for council committees and raised concerns about how much authority the town manager has to reallocate budgeted funds.

The committee, meeting Feb. 28, discussed whether committees should set their own agendas or take specific direction from the town council, how advisory boards differ from committees, residency requirements for committee/board members, and checks on staff authority to move money between line items within a departmental activity.

Why it matters: The discussion highlighted potential gaps between how the town’s rules say committees operate and how budget authority is executed in practice. Committee members and staff said lack of clarity can waste volunteer and staff time and can lead to decisions — such as canceling an event — being made without advance council review.
