Osage Beach — The city reported Feb. 6 that both heat exchangers in the city hall boilers cracked during extreme cold in January, leaving the building without central heat; the city used emergency procurement to replace one complete boiler now in operation and will present a budget amendment to cover the expense.
Public buildings manager Ron White told the board the failures left the building without central heating; staff declared an emergency under the city’s procurement ordinance to restore essential services. White said staff sought bids from multiple mechanical contractors and found a long lead time (six to eight weeks) for replacement heat exchangers. To restore reliable heat more quickly, the city awarded a contract to Gold Mechanical to install a complete boiler that was in stock.
Cost and budget impact: White estimated the total cost would exhaust the building‑maintenance budget and come to about $48,000 to $54,000. The range reflects post‑repair glycol flushing and water conditioning costs: if a full 350 gallons of glycol must be replaced the higher figure applies. The city will return with a budget amendment at the next meeting to cover the expense.
Operational implications: With one operating boiler installed the building can be heated while staff order parts to repair the second boiler at lower cost. White said that the city sought multiple bids and awarded the emergency work to the contractor offering immediate availability; staff will continue to test and monitor temperatures.
