CIB backs using CRA funds to buy replacement downtown lamps; estimates $4,000 per fixture

The Community Improvement Board voted unanimously to recommend that the Community Redevelopment Agency use available CRA funds to purchase replacement architectural‑style lamp fixtures for downtown Milton.
City staff told the board the current replacement cost is about $4,000 per lamp. Staff also reported more than 150 lamps exist across the CRA 1 district and identified roughly 20 fixtures that are in such poor condition that parts and internal wiring are difficult to obtain. Replacing 20 fixtures at $4,000 each would total about $80,000.
“We do not have sufficient lamps to support, the replacement of them,” staff said, noting the streets department currently holds only one spare replacement fixture. Staff and board members discussed near‑term options such as sandblasting and repainting cast‑iron poles or retrofitting fixtures to LED where feasible, but maintenance staff warned some original components may be impossible to convert.
Randy Hoyt, streets and maintenance supervisor, told staff that the known set of aging fixtures could probably be maintained “for a little longer,” but he could not specify whether that meant months or a couple of years. Board members said lighting should be paired with sidewalk and safety projects and suggested the CRA use remaining funds for some lamp purchases while pursuing larger CDBG grant funding for joint sidewalk/lighting projects.
The CIB motion to recommend using CRA funds to purchase replacement lamps passed by unanimous voice vote; staff will include that recommendation when it presents sidewalk priorities and budget requests to the CRA board.
