St. Peter council approves Rice Lake as construction manager at risk for wastewater biosolids work

Pete, a city staff member, told the St. Peter City Council on Feb. 10 that staff and the city’s engineering firm interviewed two firms to serve as a construction manager at risk (CMAR) for planned wastewater plant improvements and recommended Rice Lake Construction.
“Both interviewed very well and we would have gladly accepted both,” Pete said, describing the pre-construction phase as work that will bring design to roughly 90% so construction can begin on liquid storage improvements, transfer of biosolids and a process to “either dry or dewater bile solids, to meet the class a requirements.”
The recommendation asks the council to approve Rice Lake Construction for pre-construction CMAR services. Pete said Rice Lake has previously worked with the city on other plants and that the firm “will supply us a cost not to exceed for which we’ll bring back to council” for approval.
Todd, city administrator, told the council this is a process the city has used on several facilities. After the presentation the council voted on the resolution accepting the Rice Lake proposal.
Roll call recorded Council member Weisenfeld, Council member Scharstrom, Mayor Noel, Council member Johnson, Council member Perez and Council member Ram voting aye; the resolution was approved.
The council packet referenced a wastewater facility plan completed in January 2024 and a schedule in the packet that staff said shows next steps. The council did not adopt a specific construction contract or a final budget at the Feb. 10 meeting; staff said they will return with the cost figure for council consideration.
