City Administrator Devon Lake introduced the item and invited an Enterprise representative, identified as Ken, to present. Ken described the company’s “equity lease” model and the flexibility it offers for acquisition, resale, maintenance and budgeting. He said the proposal presented would fund five police vehicles and two to three public‑works units as a first phase and allow the city to delay payments until after delivery.
