Council approves temporary construction easements for Cape Rock Drive sidewalk TAP project

The Cape Girardeau City Council approved Bill 25-16 on third reading, authorizing staff to pursue temporary construction easements from property owners for the Cape Rock Drive sidewalk project funded through a Transportation Alternatives Program (TAP) grant.
City staff said the project has a long history of public outreach and planning. Council was told the city applied for the TAP grant in 2018 and was awarded the project in 2022. The city's Metropolitan Planning Organization, SEMPO, adopted a regional bicycle and pedestrian plan in 2018 that included 39 proposed sidewalk projects; the Cape Rock Drive project was the top-ranked Cape Girardeau project on that plan.
Staff told council there were 108 requested shovel tests along the route; 107 were performed and one property owner denied access for testing. Councilmembers raised concerns about topography and construction complexity along the route, and asked staff and engineers to continue public outreach and provide cost details. City staff said up-to-date cost estimates came from the city's engineering staff and emphasized that the city's portion of the cost would be relatively small compared with the overall benefit delivered by the TAP-funded project.
Council approved the ordinance on voice vote.
