Council approves Ameren substation improvements on Olive Boulevard with floodwall and sidewalk repairs

University City’s City Council approved a site-plan application for Ameren’s substation at Olive Boulevard and Waldron on Feb. 10, 2025, authorizing floodwalls, drainage improvements, new landscaping and sidewalk repairs.
Planning staff Dr. Wagner described the application as site-plan approval for the Ameren substation across from Heman Park. He said the project adds floodgates and flood walls, improves drainage and will add landscaping.
Scott Vilbig, representing Ameren Missouri, told council the plan includes replacing the gravel drive with concrete and repairing the sidewalk in front of the site. He said temporary 24-hour security guards are in place now because equipment was lost during the 2022 flooding; the planned floodwall will serve as permanent site security, and Ameren will remove round-the-clock guards once the wall is built.
Council member Clay praised Ameren’s community outreach to councilmembers and neighbors. Council moved to approve the site plan; Council member Fuller made the motion and Council member Smotherson seconded. The motion passed by voice vote.
