Route 66: staff previews focused, fundable Phase 1 for town-center site and seeks commission input on centennial marker text

Planning staff updated the commission on Route 66 revitalization work and described preliminary design guidance from SWT Design that would concentrate initial work on a smaller, standalone portion of the larger park concept.

Staff said SWT Design recommended concentrating on a core area (presented in meeting materials as a highlighted section) that can operate as a stand-alone park with seating, shade, bicycle parking and interpretive signage. Staff emphasized that much of the streetscape in that area (street lights, trees and grates) already exists, which reduces cost and scope for a Phase 1 implementation. The approach is intended to honor prior public engagement, incorporate winners from a student-design competition, and create a usable space even if later phases are not built.

Commissioners asked about specific components (benches, landscaping, parking, pedestrian access) and whether existing Manchester Road streetscape work lowers project costs; staff confirmed those elements are largely in place and suggested Public Works and scheduled maintenance could be options for savings on flat work. Staff also previewed draft language for a Route 66 centennial marker and invited commissioners to submit edits; no final approval was sought that evening.
