Staff and the treasurer recommended a tiered approach instead of a single flat spending cap. Staff proposed raising routine operational authority to $15,000, capital expenditures to $25,000, emergency authority to $50,000, professional services and multiyear contract thresholds to $10,000, and other miscellaneous limits at $10,000. Committee members said the tiered approach would free staff to manage budgeted work without triggering frequent committee or council approvals for routine items while preserving internal controls (two-signature requirements on checks over existing thresholds were discussed).
The committee also voted to direct staff to prepare procurement threshold updates (which will require ordinance/code amendments) and to adopt enhanced periodic financial reporting timed to year-end, midyear, and the budget cycle (staff described this as a trimester-style reporting cadence aligned with auditing and budget processes). Committee members asked that the proposed code changes be drafted by the city attorney and returned to council for ordinance action.
The committee approved motions to pursue the spending-limit adjustments, update procurement thresholds, and implement the enhanced reporting approach; staff will send draft ordinance language and return to council for formal adoption.
