Public Works presented the city’s annual asphalt resurfacing project and recommended awarding the contract to the low bidder to overlay Strecker Road and a section of Old Manchester (Old Manchester from Route 109 down to Atherton Road).
Staff said the city budgeted $650,000 this year for resurfacing; two bids were received and Pace Construction was the low bidder. Staff recommended a contract not to exceed $510,000 for the requested overlay work and said the planned Albany/NOVA chip and asphalt overlay approach has performed well in prior years and stretches the value of available funds.
Committee members asked whether work would affect planting islands on Strecker Road; staff said islands would be retained and only damaged curbs or deficient curb ramps would be replaced as necessary. Members also questioned an apparent unit-price difference for milling tied to subcontractor arrangements and staff explained subcontracting can affect per-unit cost in bid tabulations.
The committee voted to proceed with the contract award to the low bidder and authorized staff to move forward with the overlays this summer.
