Finance committee recommends budget amendment and three public-safety purchases totaling about $1.5 million

The Lee's Summit Finance and Budget Committee voted Tuesday to recommend approval of a budget amendment and two equipment purchase ordinances — moves that would clear funding for 25 new cardiac monitor-defibrillators and restock portable radios for the fire department.

Budget manager Rick Gentry told the committee Bill 25-049, described as Budget Amendment No. 7 for fiscal year ending June 30, 2025, consolidates leftover funds and bond proceeds and reallocates public safety equipment replacement program funds and PSST funds to finance upcoming purchases. The committee moved Bill 25-049 to full council with a recommendation of approval.

Deputy Fire Chief Brian Osterman presented Bill 25-050, asking the city to buy 25 Lifepak 30 cardiac monitor-defibrillators from Stryker Medical for $1,417,204.50. Osterman said the department is upgrading from the older Lifepak 15 model, which is being discontinued, and emphasized the need for uniformity across equipment so personnel can operate devices interchangeably across stations.

The committee also recommended approval of Bill 25-051, a request to purchase 12 portable radios from Motorola Solutions for $105,230.52. Osterman said the department has used some reserve radios for training and new apparatus coming later this year have created a need to refill stock so each vehicle has the appropriate number of radios.

Discussion and context

Gentry described Bill 25-049 as an internal reallocation using leftover and bond funds alongside the public safety equipment replacement program to make the forecasted purchases. Osterman said the Lifepak 15 is being discontinued and the department prefers purchasing the same Lifepak 30 model for all units so firefighters and medics encounter consistent controls and operation across different stations and apparatus. On radios, Osterman said typical apparatus carry four radios for truck crews and two or three for ambulances depending on staffing, and recent training and new apparatus lowered the department's reserve levels.
