Mr. Head, a city staff member who provides the committee's lobbyist briefings, told the committee that House Bill 431 — described as a land-transfer bill related to the Route 291 and 50 intersection — had passed out of committee and was scheduled for rules. “House Bill 431 is our land transfer bill in the house, for the 291 And 50 Intersection.
