Committee reports veterinary continuing-education rules, raising hours from 10 to 12 (Reg. 53-56)

Mr. Hogan, a staff member, introduced Regulation 53-56 and noted that veterinary matters typically route through the agriculture committee but that stakeholders had worked with the board and there was no controversy recorded in the session.
The regulation increases required continuing-education hours for veterinarians from 10 to 12, modifies the list of approved course providers, specifies that a defined portion of hours must be live in person, establishes continuing-education requirements for veterinary technicians and clarifies components of that education, and includes hardship waivers. Mr. Hogan said interested parties, including the South Carolina Veterinary Technicians Association, participated on the board committee that drafted the changes.
Dr. Tracy Quick, a veterinarian and board member, told senators that the changes are part of a broader effort to elevate licensed veterinary technicians and distinguish licensed technicians from unlicensed aides; technicians had requested additional hours and the committee settled on 12 (the group had requested 15). Senator Kimbrell asked whether the additional hours were substantive or merely extending time; Dr. Quick and the board executive, Amy Holloman, explained the changes add definition about subject matter and reflect stakeholder input.
The committee moved, seconded and reported the regulation favorably by voice vote.
