Committee reports dentistry regulation expanding temporary training licenses for innovative procedures (Reg. 5355)

Bob Horner, chief advice counsel for labor licensing and dentistry, told the committee that the regulation responds to the practical need for short, intensive courses that include hands-on patient care. Under current law, an out-of-state dentist would generally need a full South Carolina dental license (previously with a minimum one-year licensure period) to perform procedures on live patients. The proposed regulation would authorize a short-term license valid for about a week to permit an out-of-state dentist to train alongside an instructor on live patients; the short license could be used up to three times per year. Staff said applicants must be licensed in good standing in another state and have malpractice insurance and verification of credentials.
The regulation also creates an opportunity for low-income residents to participate as patients in those live training sessions and receive dental care they might otherwise not afford, according to the agency representative. Senator Saab asked whether current rules already prohibited out-of-state dentists from receiving this instruction; Mr. Horner explained the administrative burden of full licensure prompted the short-term license provision.
With no further questions, the committee moved, seconded and reported the regulation favorably by voice vote.
