The city clerk reported a vacancy for the PDB alternate seat and presented an application from Robert Bounds. “This appointment, if it's approved, will take over the alternate position that Mr. Warren had. So it would go through 04/01/2027,” the clerk said.
Mayor Pro Tem Capps moved to appoint Robert Bounds as PDB alternate; Councilwoman Allison seconded. Council members who spoke in favor noted Bounds’s background and said he would be an asset to the board. The motion carried 5–0.
The appointment fills the alternate vacancy through April 1, 2027; no further conditions or contingencies were announced.
