Wilkes-Barre council members raised an ongoing code-enforcement problem at 406 Barney Street at the March 11 work session, and city staff said legal notice and appeal periods are slowing immediate enforcement.
Council members described repeated garbage accumulation at the property; Charlie said crews had removed the garbage twice but the owner continued to place refuse outside without required stickers. Charlie said he had a meeting scheduled with Tim to determine next steps and that magistrate actions are constrained by statutory notice and appeal periods.
"We've removed the garbage twice. They continue to put it out without stickers," Charlie said, describing the property's history as “problematic” and noting efforts to avoid simply removing refuse every week without producing a lasting result. Staff said they were exploring additional measures to move the matter toward compliance while balancing public-health obligations.
Councilwoman Clay also asked staff to address a dumpster at a property on North Main Street that is sticking into an alleyway and to check utility cuts and railroad crossings on North Main. Clay asked that code enforcement and zoning follow-up be placed on the calendar for further action.
