The Budget Personnel Committee on an unan‑imous voice vote approved nine governor personnel letters that transfer, reclassify or add state positions across several agencies and adjust salary and matching-appropriation totals.
Committee members approved the governor letters, labeled B‑1 through B‑9, after brief staff presentations and limited questions. The items moved positions among Department of Human Services divisions, the Department of Military, the Department of Commerce (bank and securities divisions), the Department of Finance and Administration (DFA) and the Department of Public Safety, among others.
The approvals included transfers and dollar adjustments described in staff presentations: governor's letter 14 (B‑1) transfers 19 positions from the Division of Provider Services and Quality Assurance to Aging, Adult Behavioral Health Services and Developmental Disabilities and “takes the total position appropriation down from 205 positions to a 86” and reduces regular salaries and matching appropriation by $1,400,000; governor's letter 16 (B‑2) transfers a nurse manager and five RNs and increases total positions by four and regular salaries and match by $300,000; governor's letter 17 (B‑3) moves 16 positions into Aging and Behavioral Health raising that division from 1,163 to 1,179 positions and increases regular salaries; and governor's letter 18 (B‑4) for the Department of Military eliminates 68 positions and creates 27 new positions (including 12 military firefighters) producing a net reduction that staff described as taking the department from 499 to 458 positions and changing regular-salary appropriations tied to Fort Chaffee and a federal training site.
Other approved requests included adding six certified senior bank examiners and senior security examiners for the State Bank Department and the Securities Division (B‑5), moving 40 positions from DFA’s revenue division to the Racing Commission to align casino‑gaming support staff operationally (B‑6 and related B‑7), personnel-classification changes for the Department of Public Safety including 12 new sergeant positions for the highway patrol and additional agents and supervisors (B‑8), and a classification-code replacement for Northwest Technical Institute within the Department of Higher Education that retains the same number of positions while replacing grade‑based salaries with line-item maximums (B‑9).
Committee members asked a few clarifying questions during the items. DFA Secretary Jim Hudson told the committee the 40 positions being moved to the Racing Commission “exclusively support the casino gaming operations” and are being shifted because they are operationally integrated with the Racing Commission though they had been nested within the revenue division; Hudson said their duties will “remain the same.” Representative Kevin Noll asked about a veterinarian position tied to dog racing, and Hudson and committee members noted the individual in that role had retired. For the Department of Military item, Jeff Wood said most employees from the discontinued youth challenge program have found other employment or were separated; he said two employees remain through June but that the department intends to remove the old positions so it can later reopen a reorganized structure if the program is reestablished.
All nine governor letters were approved on voice votes with no recorded roll‑call tallies in the transcript.
