City approves second-year Red Rock Farmers Market at Red Rock Elementary, adds street-parking restriction

The Woodbury City Council on March 12 approved an interim conditional use permit for the Red Rock Farmers Market to operate at Red Rock Elementary School (3311 Commonwealth Avenue) on Sundays, May through October, from 8 a.m. to 1 p.m.
City staff explained the interim permit is used to ensure compliance with zoning standards for temporary uses, reviewing parking, signage, duration and neighborhood impacts. The market had moved to Red Rock last year while Central Park was under construction; staff and the applicant asked to continue the location for another season because Central Park’s parking areas remain unavailable.
Soren Shaw, planning commission representative, said the commission voted unanimously (7–0) to recommend approval and recommended the city keep the market at Central Park as the long-term goal once construction and parking at Central Park are complete.
Council and staff debated traffic flow and parking logistics for the Red Rock site. Staff said market organizers must meet on-site with city staff before opening to finalize directional flow and signage and that the permit includes a requirement that the market “actively enforce” a no-parking restriction on Commonwealth Avenue. Council amended the condition to add Commonwealth Court to the streets where the market must actively prevent parking during market hours.
The council adopted resolution No. 25-50 approving the interim permit subject to the conditions in the staff report, including annual review of the interim permit; the roll-call vote was unanimous.
