Lorain County commissioners approve routine agenda, contracts and project amendments; multiple single-bid awards noted

The Lorain County Board of Commissioners on Tuesday approved a slate of routine fiscal and contract actions, including investment and appropriation items, county bills, travel and requisitions, several community development home-repair contracts funded by the PY '23 CHIP program, and multiple engineering contracts and amendments.
The board approved a memorandum of understanding to pilot 12-hour shifts for certain 9-1-1 employees (a rotating pattern of four 12-hour shifts one week and three the next) intended to reduce absenteeism. The board also awarded multiple community development contracts under the PY '23 CHIP program to local contractors, some of which drew discussion because only one responsive bid was received.
A number of engineering awards and amendments were approved, including: - Alameda Avenue Phase 2 improvements in Sheffield Lake to Buckeye Excavating and Construction, $543,396, with the city contributing $150,000 (CDBG FY23 funding). Two bids were received and the low responsive bid was selected. - Highway Department materials contract to Messing Berg Brothers, $196,332.50 (board received four bids; the item was described as "virtually local"). - Amendment to a quality control services agreement for the Boone Road sanitary sewer phase 3 project, increasing the agreement from $91,010 to $152,171.50 because of utility conflicts and weather delays; construction schedule extended to spring 2025. - An award to US Bridal for galvanized steel beam materials for Island Road bridge (single bid), $89,500; the board authorized notice to proceed upon contract execution and completion by July 1.
The board also approved multiple owner-occupied home-repair contracts under CHIP funding, including: GenMet Construction LLC awarded $23,837 for a 3,000 sq. ft. roof replacement at 9349 Northridge Place (single bid received); GenMet Construction LLC awarded $10,767.60 for heating and electrical work at 273 West Lincoln Street (single bid); and Solid Ground Construction Westlake awarded $19,344.60 for a roof replacement at Dorchester Avenue (three bids received).
Several items prompted discussion by commissioners and staff about the frequency of single-bid awards, local contractor outreach, and a county reputation for slow vendor payments. Staff said notices were sent to the qualified contractor list (about 34–35 firms) and that attendance at mandatory walk-throughs was low; staff also said they are working with Kleinfelder (the program manager) and the auditor's office to improve payment timeliness and local outreach.
The board approved the February 28 meeting minutes, the Personnel Summary Sheet, and recessed no executive session (the board confirmed no executive session was needed). The meeting closed after public comment and miscellaneous staff updates, including a project update on Kellner Ditch and a new county seal graphic.
