City manager updates: South Glenwood tank demolition set, downtown improvement bid failure and Lake Palestine pilot study

The manager said demolition and removal of the out-of-service South Glenwood ground storage tank was scheduled to begin Tuesday, March 11, with intent to award construction at the council meeting on Wednesday, April 9. Construction was estimated to begin in early June and be completed by early August.
On downtown improvements, bids were due March 4 but no bids were submitted. Staff told the council that contractors cited difficulty obtaining subcontractors for electrical and specialty work, material cost fluctuations (steel and other materials) and phasing challenges to keep business access open on the square. Staff are working with Fitzpatrick Architects and HAP (HAP Engineering/Half and Associates) on options to rebid and are coordinating with Smith County on possible alternatives.
The manager also reported that Tyler Water Utilities has started pilot testing at the Lake Palestine Water Treatment Plant to address taste-and-odor issues (staff cited work to remove geosmin). Funded in this year’s budget, the pilot will evaluate treatment technologies and staff will report back as the study progresses.
