City Council approves updated Parks, Recreation and Open Space Master Plan

The Tyler City Council voted to adopt an updated Parks, Recreation and Open Space Master Plan after a presentation from parks staff about community priorities and a phased implementation schedule.

Parks staffer Leigh Ann told the council the master plan is required by the Texas Parks and Wildlife Department to remain eligible for certain grants and that the plan is intended to help prioritize projects and funding. “We received 1,094 survey responses this year and the message was clear. 85% want more parks and recreational facilities,” Leigh Ann said.

The plan, which the Parks Board had unanimously recommended for council consideration, covers the city’s parks portfolio (listed by staff as 32 parks, 130 medians, three cemeteries, four major trails, a 14-acre rose garden, five splash pads, one pool and 45 athletic fields) and sets a multi-year implementation schedule. For fiscal year 2024–25 staff said the schedule includes completion of the W. E. Winters Park renovation, implementation of phase 1 at Stewart Park, a Legacy Trail extension and updates tied to Faulkner Park. Later fiscal years include field studies, additional park renovations and a proposed master plan update in 2029–30 if needed.

Leigh Ann also summarized recent accomplishments: playground replacements, lighting and restroom upgrades, renovation of Pollard Park, new adult soccer field at Fun Forest Park, and expanded programming such as a fourth annual Pawchella and regular free movies and events. She credited Kristy Nipp for work on the update and said the Parks Board had unanimously recommended the plan to council.

Councilmember McCaller moved to approve the resolution (R1) adopting the updated master plan; Councilmember Haney seconded. The motion passed on a voice vote. Council discussion included a question clarifying that the parks department maintains landscaped medians (asked by a councilmember and confirmed by Leigh Ann), confirmation that the Faulkner Tennis Court resurfacing involved grant and private contributions, and comments praising recent park improvements and heavy community use of pickleball courts.

The resolution directs the city to consider the updated priorities required by Texas Parks and Wildlife Department rules for grant eligibility and to move forward with the implementation schedule outlined in staff materials. The council did not adopt project-level contracts or funding allocations as part of R1; those will come through separate budget or contract items.

The council approved R1 without recorded roll-call tallies in the transcript; the motion was described as carried on a voice vote.
