Stephenson County Treasurer (name not specified) told the Administration Legal Affairs Committee on March 12 that county funds for February were down about $943,000 from January — a 3.28% decline — and that 14 investments matured during the month, producing almost $66,000 in interest across county funds.
The treasurer said income tax receipts were lower in the period (a cyclical quarterly pattern), while sales tax collections increased; overall cash declines reflected timing of receipts rather than an unusually weak revenue picture. At the end of February the county held 24 additional investments totalling approximately $9,566,000 across 12 funds, and the treasurer said she opened two more investments on the day of the meeting for about $500,000.
Committee members noted Highway Fund participation in investing during a period when that department had fewer immediate projects; the treasurer said Highway chose to invest some funds during the lull.
The treasurer said she expects to continue placing funds as higher interest rates persist and invited questions about individual line items. No formal action was taken on the report; it was presented for information and discussion.
