Council hears updates on ConAgra TIF, seawall permit, River Road sale and East Side sidewalk grant

HURON — City staff provided multiple development and infrastructure updates at the March 11 council meeting, including progress on a proposed TIF for the ConAgra site, submission of a seawall permit to the U.S. Army Corps of Engineers, a pending land sale on River Road, and additional ODOT grant funding for the East Side sidewalk project.
On the ConAgra proposal, staff said the city has taken a required step by notifying the Erie County Board of Commissioners of its intent to create a TIF (tax-increment financing) district; county commissioners have the right to object, and staff reported no formal objection to date. Staff said a public hearing on the TIF is expected in April before the council votes on final approval.
Staff reported the engineering firm KS and Associates submitted a permit application to the U.S. Army Corps of Engineers for the seawall design. Staff said it is still unknown whether the Corps will treat the request as a maintenance permit (which could take four to six months) or new construction (which could take a year or more).
Related to the River Road property, council earlier approved a purchase agreement with Bridal Investment for $700,000 for approximately 40 acres; the developer plans 170–220 single-family homes. Staff said the signed purchase agreement is pending and that a condition of sale is rezoning the parcel to R-1; the planning commission public hearing on rezoning is set for March 26.
On transportation and sidewalks, staff said the Ohio Department of Transportation already committed over $600,000 to the East Side sidewalk project and has provided an additional $68,000 to fund most of the construction-inspection costs; the grant carries a 10% local match for inspections.
Staff also noted updates in other areas: three red-light/photo enforcement (FLAC) cameras were included in the 2025 budget; the first camera is installed on Route 6 at By The Shores westbound with two additional cameras planned at Bogart Road in Rye Beach and Route 6 at the Overhead Walk Bridge. Finance staff reported that, through February, income tax receipts are 11% higher compared with 2024 and 6% above budget, with February receipts just over $310,000.
Council convened an executive session after the meeting to consider personnel matters; the council returned to open session and reported no action was taken.
Ending: Staff said due-diligence work by developers and permit determinations by federal agencies will set timelines for construction; council will receive future public hearings and ordinance readings on the TIF and rezoning as the processes move forward.
