The Solano County Board of Supervisors approved a lot-line adjustment application (LLA 2301) on March 11 that transfers 7.45 acres between adjacent parcels in the Lynch Canyon open-space area to consolidate ownership and clarify maintenance responsibilities for a pond spanning two parcels.
James Busick, director of resource management, told the board the adjustment's primary purpose is to "clean up that jurisdictional issue for maintenance and operations," and said the reconfiguration will not create new lots but will result in parcel sizes sufficient to support grazing and open-space operations. The item is exempt from the California Environmental Quality Act under CEQA Guidelines sections 15268 and 15317, staff said.
Because the parcels are under Williamson Act land conservation contracts, the action also requires rescinding and issuing replacement contracts; staff listed the affected agreements and said new contract numbers will be recorded pursuant to county procedures. "It was clumsy in the previous thing. We've cleaned it up and now we've separated them out into their own," Busick said, describing the Ramirez and Azevedo parcel clarifications.
Action: Supervisor John Vasquez moved approval; the motion carried 5-0.
Ending: Staff said the action resolves a long-standing boundary issue and will allow Lynch Canyon grazing and open-space operations to proceed with clarified maintenance responsibility.
