Plan commission approves replacement Chase monument sign at 4 East Ogden with landscaping conditions

The Hinsdale Plan Commission on March 12 approved a replacement monument sign for Chase Bank at 4 East Ogden Avenue, subject to two conditions: addition of low evergreen plantings for four-season interest and use of brown mulch in the planting bed.
Representatives from Olympic Sign described the proposal as a smaller, internal-LED monument sign with an opaque skirt to conceal supporting steel and a dimmer to reduce nighttime glare. Andrew Mills of Olympic Sign said the new sign will illuminate only the Chase lettering and the blue logo; the remainder of the cabinet will be opaque. He said the proposed sign is slightly taller than the existing sign (proposed 6 feet, 2 inches; existing about 6 feet) and that Chase performs follow-up landscaping after installations.
Commissioners generally supported the replacement and suggested enhancements to planting. Commissioner Mark said the new sign "looks good" and praised the photo comparisons in the packet; Commissioner Julie Willoughby suggested adding evergreen material so the bed is attractive year-round. Commissioners and the applicant discussed mulch color; staff and applicant indicated chase has used different mulch colors on recent installs and the applicant agreed to use brown mulch at this location if requested.
A motion to approve case A-13-2025 (4 East Ogden Avenue, Chase Bank monument sign) carried by roll call. The motion as recorded requested that evergreens be added to the landscaping plan and that brown mulch be used. The motion was moved (transcribed as "Carise so moved") and seconded by Commissioner Julie Willoughby. The roll call recorded ayes from Commissioner Curry, Commissioner Kirillenberger, Commissioner Cernovich, Commissioner Willoughby and Jeremy Cassidy.
Why it matters: The replacement updates an existing bank sign with lower-profile hardware and internal LED illumination intended to reduce light spill and improve aesthetics; the added landscaping condition is intended to keep the sign bed visually appealing year-round.
