Several formal actions and votes were recorded at the March 12 Essex Junction City Council meeting. Highlights:
• Brownell Library MOU — Approved as amended. Councilor Elaine moved to approve the memorandum of understanding between the city and the Brownell Library Board of Trustees; the motion was seconded (record: “Bridal second”) and passed unanimously. Staff will incorporate clarifying language agreed at the meeting and return a final document for signature.
• General rules and personnel regulations — Adopted. The council approved an updated set of general rules and personnel regulations intended to reflect recently settled association contract provisions, state and federal requirements, and a variety of department-level policies rolled into the personnel code. A council motion recommended approval “as presented”; the motion was seconded and passed by unanimous vote.
• Stormwater ordinance Chapter 21 — Public hearing warned. The council voted to warn a public hearing for April 9, 2025, at 6:30 p.m. on proposed Ordinance Chapter 21 to establish a municipal stormwater utility and related regulations. The city attorney reported receipt of a letter from GlobalFoundries arguing the company should not be subject to the fee; staff advised the ordinance authority remains and that the credit manual (which implements billing and credits) is not itself an ordinance and can be adjusted administratively. The council’s motion to warn the hearing passed unanimously.
• City manager contract renewal — Extension agreed. Councilors expressed unanimous support for extending the city manager’s contract two additional years beyond its September 2025 expiration. The council reported the contract had been negotiated and would be signed after the meeting.
