Committee reviews unspent emergency school-construction funds and Agency of Education capacity

The committee discussed recurring emergency school-construction aid and a set of unspent allocations during its March 12 markup.

Committee members said the capital bill has carried a $50,000 annual emergency aid line for school construction since the moratorium on general school construction funding, intended to cover urgent needs such as boiler or roofing failures. Staff reported that a 2021 return of $19,549 and three successive $50,000 allocations remain largely unspent, leaving roughly $150,000 in the emergency aid account after the returned $19,549 was recorded.

Members said the Agency of Education currently lacks staff who routinely work on school construction and that the emergency aid pays, in typical cases, for 30% of eligible local project costs. Speakers cautioned against recapturing all of the unspent emergency money given ongoing building needs and suggested holding at least one year of the $50,000 in reserve pending further review of active requests.

The committee discussed taking back some unused sums to the capital pool but several members said they were “nervous” about fully recapturing funds because of known school-building needs and recent emergencies cited from local schools. No formal vote was taken; staff were asked to track outstanding school emergency requests and to confirm how the Agency of Education plans to manage school-construction workload going forward.
