Oshkosh council approves city sponsorship of bridal event, appoints city manager to regional planning commission and tightens agenda-request rules

The Oshkosh Common Council on March 11 voted on several administrative items, including approval of city sponsorship for a June bridal event, appointment of the city manager to a regional planning commission, passage of a change to how boat-launch permits must be displayed and adoption of a new process to move council agenda items toward staff action.
The council voted 5-2 to approve Resolution 25-103 to sponsor the Oshkosh Bridal event planned for June 29, 2025. Council members Bulow, Stevenson, Nichols, Larson and Mugebauer voted yes; Council members Eslinger and Flom voted no. Debate centered on whether sponsorship should include fee waivers for nonprofit organizers and whether the city risks a precedent of waiving fees for other events. Council member Quon said she would not support the sponsorship because of a concern over fee waivers and “opening up Pandora's box.” Council member Nichols argued the event would serve community needs and noted the city's events ordinance does not currently cover small nonprofit fee waivers.
On Resolution 25-87, appointing the city manager as Oshkosh's representative to the East Central Wisconsin Regional Planning Commission, the council approved the appointment after a short discussion. One council member abstained, citing an employment relationship with the commission's activities; the roll call recorded 6 affirmative votes and one abstention.
An ordinance amending the municipal code on display of boat-launch permits (Ordinance 25-101) passed with a unanimous 7-0 vote. City staff told council that season-pass purchasers who buy at pay stations will receive a receipt valid for two weeks and must retrieve a physical sticker from city offices; boat rangers will generally issue a warning for first-time display issues before issuing a ticket.
Separately, the council adopted a flowchart and an associated change to council practice to clarify how items are placed on future agendas and when staff should be asked to pursue an item. Council voted to incorporate the updated flowchart and add language that staff work on an item after an affirmative direction by at least three members present. Supporters said the change formalizes an informal practice and helps prevent unnecessary use of staff time; opponents warned about unintended limits on a single member's ability to put items on the agenda for discussion.
