The Murfreesboro City School Board received an update March 11 on collaborative conferencing between district negotiators and the Murfreesboro Education Association and heard that the process will continue with additional training and scheduled meetings to identify employee concerns.
"Our collaborative conferencing process has begun, between our MEA representatives and our district representatives," Dr. Johnson told the board, giving a status report on committee meetings and training to date. The committee has met for attorney-led training and for policy review; the district said the group began conversations on complaints and grievances as outlined in board policy 5.501.
Board members asked about the purpose and outcome of the process. A board member asked whether the final product is a memorandum of understanding and whether it is intended as a recruitment and retention tool or principally to set clear procedures. District representatives clarified that any MOU would be an agreement between the board and the teachers' union and that, while an MOU can support recruitment and retention, its primary purpose is to address employee concerns about district policies and procedures and recommend changes to the board if agreed.
District staff said the committee is composed of equal representation from the board-appointed team and the MEA-selected team (described in the meeting as 14 members total, seven and seven). The committee's next meeting will include additional training from a TEA representative to ensure members understand the collaboration procedures. The district said it collects feedback throughout the year via climate surveys and roundtables and that the collaborative conferencing process follows the same general approach used three years ago.
In the director's update, district leaders also reminded the board that budget workshops will begin in April: two workshops are scheduled for April 8 and April 15 at 4 p.m., with a goal to finalize the district budget for a board vote on April 29 so the district can meet the City Council timeline for review.
No formal action was taken on the collaborative conferencing item; the board requested future updates and a timeline for next steps. The district emphasized the committee will return recommendations if an MOU is developed.
